Help in Identification of silver hallmark

I′m new to this forum so please excuse in errors in posting.My question is this.I have some silver spoons.They carry all the expected hallmarks except a ″city″mark,ie anchor,crown,leopard etc.I can date them,roughly,to circa 1800 by George′s head and a process of elimination of the date letter style.Is this unusual and is there a reason for this?Thanks in advance.PS the lion is present and they are SS.

I didn′t find the right solution from the internet.

Your spoons are typical of the late Georgian era by not having a city of assay hallmark. This practice was introduced as a means of stopping the illegal practice of silversmiths having a small item assayed and paying the appropriate small amount of duty and then cutting the hallmarks out and welding them back into a much larger and heavier item and completely avoiding the duty on it. This practice was rife primarily in London and so you will find that the majority of small items, especially flatware from just before 1800 through until 1822 do not have the leopard head.
