From your description of the makers mark of TC over WC and the placement of the hallmarks, plus what I can see of the style of the spoon, I would agree with English, circa 1770. I know of only one candidate as maker:

Thomas and William Chawner of London who were known flatware makers during 3rd quarter of the 18th century.

A better photo of the makers mark is the only way I can give a positive id. To be frank, the quality of your photos is not good. If you can′t clearly see the details of the marks in the photos, then neither can I.

To take better photos of marks, take them through a magnifying glass or loupe with camera set to macro (usually picture of a flower) in good natural light and NO flash. The flash generally shines back and hides the details.
