No, not Russian, They are well known pseudo hallmarks belonging to the Hanau (Germany) maker of Schleissner and Son. The Company began in 1817 and is best known from the late 19th and into the 20th century for creating highly decorated, baroque and rococo style silver, imitating items of previous periods, but using more modern manufacturing techniques.

This is the reason for the pseudo hallmarks as they imitate the hallmarks of earlier periods.
